It seems that wherever you turn in Montañitas, someone is selling an empanada, and surprisingly, they're all very good. By far the best though are those of Rogelio with a juicy ground beef stuffing, perfectly crisp dough and a chile sauce with finely shredded carrot that is one of the best I tasted in Ecuador.
